The Arpeggio Core Module includes a complete permission and user manager that enables the administrator of the site to control access to the admin tools of the site... there are several levels of administrative user standard in the suite, and custom user levels can be created from within the User Manager. Of course, only the high level admin users can assign permissions, and only they can add or remove lower level administrative users.
The various add on modules such as the shopping cart, forums, and others, use the User Manager to assign the advanced permission controls that are managed from here.
